Regular Board Meeting

Monday September 12, 2016

Call to order: by President Robert Kurszewski

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Travis Firkus, Richard Mansavage, Sandi Diederich, and Craig Anderson

Also Present: N. Anderson, P. Landowski, J. Kumenius, M. Schuster, M. Garski,

B. Clabough, R. Pliska, R. Oksuita, M. Simonis & R. Kruzicki.

PUBLIC REQUESTS FOR CONSIDERATION:

N. Anderson-Please ask the Post office to trim their trees for better traffic visibility.

Minutes:

Motion:    Anderson/Firkus to approve the minutes as read. All in favor, none opposed, motion carried.

UNFINISHED BUSINESS:

Fire Truck Purchasing Process: R. Oksuita read a letter explaining the process for purchasing a new fire truck, including the appointment of a “truck build committee.”

There is a difference of opinions on the necessity of a power assist lift for the tank basket, which has created controversy about the design and bidding process.

The “truck build committee” is confident in their process of designing and bidding a truck to present to the Villages and Towns for approval. (Anderson made a statement supporting the committee’s recommendation)

The truck proposed for approval costs $194,144.00 and does not include the power assist lift. The freightliner chassis is from Truck Country and the body build is from Custom Fab. The price also includes an extended warranty package.

~The ISO rating of the Fire District improved which means a decrease in property insurance premiums for many of the district property owners. This change in rating does not depend on rather a truck has a power assist lift or not.
 
** By command of the Village President, Action to approve purchase of the Fire truck will be conducted later in this meeting, after the Vacant Trustee seat is appointed. 

Vacant Trustee:  Two residents, M. Garski & J. Kumenius showed interest in being appointed to fill the vacated trustee seat. Kumenius removed her interest and stated she would rather see the appointment assigned to M. Garski.

Motion: Anderson/Mansavage to appoint M. Garski to serve as Rosholt Village Trustee for the remainder of the term. All in favor, none opposed, motion carried.

** The official oath was administered by the Village Clerk-Treasurer.

Approval of Fire Truck Purchase:

Motion:  Firkus to not purchase the fire truck. Motion failed as no one stated a second.

Motion: Anderson/Mansavage to approve the Fire Truck purchase by the Fire District, not to exceed a cost of $194,144.00. Firkus opposed, all others in favor, motion carried.

NEW BUSINESS:

Property Insurance Quote: The property insurance agent, B. Clabough presented and explained a property insurance renewal policy in the amount of $19,676.00 which reflects a 3% premium increase.

Motion: Firkus/Garski to approve the property insurance renewal policy from Clabough Associates in the amount of $19,676.00. All in favor, none opposed, motion carried.
 

Appoint Tabulators & Election Registration Officials: In anticipation of the high volume of electors expected at the November 8th election, the Clerk-Treasurer requested appointment of tabulators, as needed, and authorization to assign two additional election inspectors to serve as Election Registration Officials.

Motion: Kurszewski/Mansavage to approve appointment of volunteer tabulators, if needed and to authorize two additional election inspectors to serve as election registration officials for the cost of $140.00, plus meals. All in favor, none opposed, motion carried. 

Approve Wine License: An application for a “Class C” wine license was submitted by Jackson & Louie’s Antiques.

Motion: Anderson/Firkus to approve issuance of a “Class C” wine license to Jackson & Louie’s Antiques pending publication requirements. All in favor, none opposed, motion carried. 

Approve Bartender Licenses: No applications were submitted. 

Discontinue Noon Whistle: There was previous discussion about discontinuing the Noon whistle. Maintenance Rich installed a timer that decreases the sounding length to 30 seconds.

Motion: Firkus/Kurszewski to continue sounding the Noon whistle. All in favor, none opposed, motion carried. 

Building Permit Process: A property owner on State Street installed cement blocks to raise the height of the garage which now exceeds the zoning height requirement. This procedure was done without obtaining a permit and some of the board is concerned about enforcement action.

Motion: Anderson/Garski to table action on the garage on State Street. Firkus opposed, all others in favor, motion carried. 

Tree Removal: The pine trees in the right-of-way in the alley East of Mason street should be removed.

Motion: Kurszewski/Mansavage to notify Alliant Energy to remove the pine trees on the alley East of Mason Street. All in favor, none opposed, motion carried. 

Signs for Zoning Permits: One of the board members suggested installing signs at the Village entrances as a way to inform property owners of the requirement for building & zoning permits.

Motion: Kurszewski/Anderson to deny the idea of installing informative zoning/building permit signs at the Village entrances. All in favor, none opposed, motion carried.

Notice of meetings and educational opportunities: Several were noted.

Payment of Bills:  (a detailed list is on file at the Clerk's Office)

Motion:  Mansavage/Kurszewski to approve the payment of bills as read. All in favor, none opposed, motion carried.

Adjournment: 9:35 p.m.

Motion:   Mansavage/Anderson to adjourn. All in favor, none opposed, motion carried.
