Regular Board Meeting
Monday October 12, 2015
7:00 p.m. @ Village Hall (101 S Main St)

PROPOSED DRAFT TO BE APPROVED NOVEMBER 9, 2015


Call to order: by Clerk-Treasurer
Pledge of Allegiance:
Roll Call: Travis Firkus, Judy Dobbe, Richard Mansavage & Sandi Diederich
Also Present: Norma Anderson, Phyllis Landowski, Richard Kruzicki, Robert Kurszewski and David Knaapen (candidate for Circuit Court Judge)

Appoint Village President:
Richard Mansavage, Robert Kurszewski and Travis Firkus were all considered for the position.
Motion: Dobbe/Mansavage to appoint Robert Kurszewski to serve as Village President until a Special Election is held in April to elect someone for the remainder of the term.
All in favor, none opposed, motion carried.
** The oath of office was performed and Kurszewski proceeded as presiding officer of the meeting.

PUBLIC REQUESTS FOR CONSIDERATION:

Norma Anderson mentioned an abundance of wild life at her property but did not request any action from the board.

Minutes:
Motion:    Dobbe/Diederich to approve the minutes as read. All in favor, none opposed, motion carried.

UNFINISHED BUSINESS: None

NEW BUSINESS:

David Knaapen introduced himself and shared his qualifications and intent to run for Portage County Circuit Court Judge.

Resolution for Mail Box Policy:
Motion: Dobbe/Mansavage to approve the Resolution to create a mail box policy as presented. All in favor, none opposed, motion carried.

Resolution for Halloween Trick-or-Treat Hours:
The board was informed that the City of Stevens Point and Town of Sharon just approved a policy to hold Trick or Treat on Halloween, no matter what day of the week.
Motion: Diederich/Dobbe to approve the Resolution for Halloween Trick-or-Treat Hours as either a Friday or Saturday or the preceding Sunday, depending on what day of the week Halloween is. All in favor, Firkus opposed, motion carried.
Town 25 North Books:
The museum curators requested the board consider ordering another publishing of the Town 25 North Book. The author's daughter signed a contract giving publishing rights to the Village. The cost to order 50 hard cover books is $28.50 per book for a total of  $1,425.00.
Motion: Firkus/Diederich to postpone action until the next meeting. All in favor, none opposed, motion carried.

Emerald Ash Borer Plan: The Golden Sands Resource Center in Portage County received grant money to draft an emerald ash borer plan for the Village. The report listed an inventory and condition of the ash trees on Village property. The report included a suggested action plan.
Motion: Dobbe/Mansavage  to authorize Maintenance Rich to remove 13 of the worst condition ash trees this year and a portion of trees each year thereafter. The wood will be stored on Village land until a disposal plan is incorporated. All in favor, none opposed, motion carried.

Animal Ordinance Amendment:
In order to prepare an amendment draft, the board discussed items of interest.
•    Farm, wild and exotic animals will be prohibited.
•    Poultry and fowl will be prohibited.
•    The number of domesticated animals to be kept on a single family lot will be a maximum of 4 (the number of dogs may not exceed 3 unless the owner purchases a kennel license to keep up to 6 dogs for a kennel license fee of $100.00.

**The final draft will be presented for approval at a later date.

Eminent Domain:
The property at 145 W Grand Avenue is now listed for bidding on a real estate auction site. The board considered starting eminent domain proceedings in order to obtain the property to expand the Village facility for salt storage.
Motion: Kurszewski/Firkus to take no action on the property at 145 W Grand Avenue.
Dobbe abstained, all others in favor, motion carried.

COMMITTEE REPORTS:
•    Zoning: The Zoning Plan Commission recommends that the review for the conditional use permit, at 238 N Main Street, be conducted every 3 years instead of annually. Motion: Firkus/Dobbe to accept the recommendation to perform the conditional use permit inspection every 3 years. Diederich opposed, all others in favor, motion carried.
•    Public Health & Safety:  Presented an overview of the properties they inspected.
•    Fire District: None

ROUTINE BUSINESS:

Notice of meetings and educational opportunities: Notified of the LRIP meeting at Portage County Highway Dept. 

Payment of Bills:
Motion:  Dobbe/Firkus to approve the payment of bills as read. All in favor, none opposed, motion carried.

MOTION TO ENTER CLOSED SESSION pursuant to Section 19.85 (1) (c) Wis. Stats, to conduct an annual performance evaluation of public employees and establish wages (Maintenance, Clerk-Treasurer, Emergency sewer operator, Election Inspectors & Village Board) for the 2016 budget. All in favor, none opposed, motion carried.
    Motion: Dobbe/Diederich to approve a 3% increase in wages for Maintenance and Clerk-Treasurer. All in favor, none opposed, motion carried.
    Motion: Kurszewski/Mansavage to approve a wage increase for the poll workers to $10.00 per hour for election inspectors and $11.00 per hour for chief inspectors. All in favor, none opposed, motion carried.
    No Action for Village Board: All agreed that wages should remain the same.

MOTION TO ENTER OPEN SESSION for the purpose of approve wages for the 2016 budget. All in favor, none opposed, motion carried.

Motion: Dobbe/Diederich to implement the wage increases, approved in closed session, for the 2016 budget.  All in favor, none opposed, motion carried.

**The budget meeting will be held on Monday, October 26th at 6:00 p.m.

Adjournment: 9:25 p.m.
Motion:   Dobbe/Diederich to adjourn. All in favor, none opposed, motion carried.
