Rosholt Sewer Committee
Thursday November 3, 2005
At 1:00 p.m. @ the Village Office

Call to order: by Chairman, Duane Dobbe

Roll Call: Duane Dobbe, Bob Kurszewski and Kelly Hodge (absent Dale Diederich)

Contract for Purchased Services:
The proposed contract from Amherst was discussed. Several changes were made and Kurszewski will contact Amherst representatives to discuss finalization of a contract that will suit both parties.

Pump Replacement:
Kurszewski suggests the pump in the Main lift station should probably be replaced, especially in anticipation of a proposed development.

Proposed 2006 Sewer Budget
After reviewing the Budget, the Rosholt Sewer Commission will make recommendation to the Village Board that Sewer User Fees be increased by 5%.

Motion to adjourn: Dobbe/Kurszewski. All in favor. Carried.

Public Budget Hearing
Monday November 14, 2005 @

Motion: Dobbe/Gemza to approve all minutes as read with an amendment to the Finance Committee Meeting Minutes on October 20, 2005. Strike the phrase “including Maintenance Bob” as he was not in attendance of the meeting. All in favor. Carried.

Tool Purchase:
Maintenance Bob presented a revised price list from Rosholt Hardware Hank and Fleet Farm. Exact Models and types were priced except for the Drill Press. Prices varied from Model to Model with the overall cost of tools as follows:

Several Board Members & Residents expressed their favorable opinion to keep the business in town.
Motion: Pliska/Osowski to approve purchase of the tools from Rosholt Hardware Hank in the amount of $1,891.00. All in favor. Carried.

Overhead Garage Door:
Installation of one more overhead garage door will complete maintenance on the Storage Building South of the Office/Shop.
Motion: Dobbe/Gemza to approve purchase of the overhead garage door from Firkus Lumber in the amount of $490.00. All in favor. Carried.

Land Purchase:
Ralph Colrud would like to sale parcel # 176-25-1021-10.03A. He has offered this property  to the Village for a purchase price of $1.00.
Motion: Osowski/ Dobbe to deny the purchase of the land. All in favor. Carried.
** This decision was made based upon the fact that this parcel is not build able and it will have a sidewalk to maintain.  When the denial letter is sent to Colrud, the board would like it mentioned that he consider offering the property to other adjacent property owners.

Operator’s License:
Motion: Dobbe/Helen to approve an operator’s license for Dawn Marrero. All in favor. Carried.
*The board will develop a policy outlining credentials for denying an operator’s license.

Village General Budget:
Motion: Pliska/Kaminski to approve the Proposed General Village Budget of $215,270.00 based on a Village Mill rate of 3.782331. All in favor. Carried.

Resident Question:
Why does the FFA carry their Insurance when the Fair Association does not?
Answer: The FFA and the Fair Association are both required to carry individual general liability policies for their events. The Insurance shown on the budget sheet is for Property.

Sewer Budget 2006
Motion: Pliska/Gemza to approve the revised Sewer Budget in the amount of $128,145.00. All in favor. Carried.

Motion: Kaminski/Gemza to approve a 5% increase on sewer user fees. All in favor. Carried.
This increase is based on the Sewer Committee’s recommendation due to the estimate funds to camera all sewer lines and the need for a pump replacement in the main lift station.

Resident Questions:
Why are there double entries on the Village General Budget and the Sewer Budget such as salaries and insurances?
Answer: All employees work for both the Village and the Sewer, therefore, a portion of the Salaries are paid by both entities. The same reasoning applies to all other duplicate entries.
How are Sewer Rates determined and why are businesses all paying at an equal rate when it is obvious that some businesses such as the laundry mat and gas stations have more usage?
Answer: When the ordinance was established, Engineers conducted a study and it seemed most feasible to charge a flat rate rather than place meters on all properties. Earth Tech Engineering previously offered to conduct a current study to determine any necessary adjustment to the User fee schedule. The Village Board, at that time, decided it was not necessary yet.

Fair Lease Agreement:
President Hodge explained how this discussion came about: The Streets/Buildings & Grounds/Parks committee held their annual meeting which consisted of a review of all Parks. During this review, some maintenance issues were brought forward generating a need to discuss the Lease Agreement with the Fair Association. This is meant to be a cordial conversation in hopes to establish a firm communication line between the Village Board and the Fair Association Board and both parties will have equal opportunity to speak. Attorney Louis Molepske has been invited to join our meeting, but for reasons unknown, is evidently unable to attend.  At this time, the chair position is turned over to Rick Osowski, the Chairman of the committee.

Osowski agreed with Hodge and elaborated by explaining the maintenance issues brought forward at the annual meeting such as:
Maintenance of buildings, grass mowing, odor of toilets and baseball diamond use. A specific question was asked about disposing of coolers and cutting a section of the overhang from the upper beer stand building.
-Resident added a comment about the upkeep of the animal barns.
-Section 7 of the Lease Agreement was read aloud by Kaminski and the Fair Board was asked why they installed a fencing unit without approval by the Village Board?
-resident comment stated there are no bathroom facilities available to those utilizing the baseball diamond.

Fair Association Response:
We apologize for the oversight of communication on our part, but it was 2-3 days before the start of the Fair and we had to make some decisions. Therefore, the coolers were disposed of because , after an inspection by a repairman, it was determined that they were unable to be repaired. The overhang had to be cut to allow a refrigerated truck a parking space to distribute the beer since there were no coolers available. Dave Larson stated he has intentions to finish the overhang with fascia.
-The fencing unit was installed without approval of the Village Board, however, the neighbors (Mike and Karla Zakrzewski) were consulted and agreed upon a cost share basis for installing the fence with an access gate.
-The bathrooms are locked during Baseball games played at other times than the Fair, due to abuse of the facility. The Fair Association states that the school district players have abused the facility and the Coach, Jack Brooks, was advised of their responsibility to maintain the facility and lock the doors when their games ended. This agreement was broken so the Fair Association starting keeping the facility locked.
- The grass was being mowed by the Threshermen as they wanted to use a section around the horse arena. The Fair Board also stated they pay $7,000.00 a year to keep the grass mowed.
-Craig Anderson states: “We’re getting told to maintain the property and buildings and then we’re getting chewed out for doing things to the building? Which way does the Village Board want it?”
Answer: Performing Maintenance and doing damage to property such as removing a section of the overhang at the upper beer stand is two different things. The Fair Association is expected to abide by the agreement and perform Maintenance, not damage.
] - The Fair Board asked who is responsible for Vandalism?
-Vandalism cannot be prevented, that’s why we purchase property insurance. However, the Fair Board is responsible as the Lease Agreement states they are to maintain the buildings.
-The Fair Board wants to dispel a rumor by stating the Rosholt Booster Club has agreed to reinstate the Baseball Tournament during the fair. The Club will rent the diamond for $1.00 and all the proceeds will be kept by them.
-Why does the Village donate funds to the FFA Alumni for their Fireworks, but does not offer a donation to the Fair Association?
Answer : The Village rents the entire facility to you for $1.00, that’s donation enough.
-Fair Association President, Dean Onan asked the Village which buildings have not been maintained satisfactory? Hodge replied that Attorney Molepske stated the Community Hall is a disgrace. Larson then asked the Fair Board for a specific priority listing of repairs that could be made up to $10,000.00 that they could present to the Fair Board at their next regular meeting in December. He also apologized again for not consulting the Village Board before cutting the overhang at the upper beer stand.
-Resident asked if the Village is considering regaining  control of the grounds and renting the Facility to the Fair Association just during the Fair?
Answer: No
-Norma Anderson states she has been involved with the Fair Association for 36 years. At one point they were advised not to let the Fair become too commercialized so they have tried to maintain a Nostalgic Atmosphere. She doesn’t want too see the Fair degraded.
-Dobbe from the Village Board asked why only Miller products are served at the Fair?
Answer: Distribution is by contract and the Fair Board just signed a 5 year renewal.
-Are Christman or any other vendors not returning to the Fair?
Answer: No Christman renewed a 5 year contract and most other vendors are returning.
-The Fair Board stated that their Treasury Report is published in the paper annually and that their Board meetings are also open to the Public held the 1st Tuesday of each month from April-December.

Hodge asked the Fair Board these specific “frequently asked by others” questions:

-Will there ever be additional Flush toilets?
Answer: Probably not---too expensive.

- Do you accept volunteers to paint or rebuild structures?
Answer: Painting, yes. Rebuilding upon approval. We can always use help raking in the Spring.

-Why are there only 15 Board members and will there ever be any more?
Answer: The By-laws state 15 members. This can be changed by a favorable vote of 2/3 of the members.

-Will Bingo be reinstated?
Answer: No, we have pursued groups and we cannot get anyone to run the stand.
Carol Beckland responded that when she was a board member she ran the stand and had 56 volunteers help.
If a group volunteers to run the stand, will you accept and bring Bingo back? Yes

-Can a private party, including the Village, rent the Fair Grounds for an event?
Answer: Yes, by contacting the Fair Board (Norma Anderson)
Hodge asked the Fair Association Board to provide the Village with a fee schedule.

-Can anyone have a picnic at anytime at the Park? Yes

Final comments by Clark Blumke and Rick Osowski of the Street/Building & Grounds/Parks committee were “We want everyone to get along and are willing to meet with the Fair Board to help keep the Fair going.”
(The Fair Board will supply the Village with a Fee schedule and the Village will supply the Fair Board with a list of maintenance items.)

Fire District Report: by Hodge
-The District received $220,000.00 in grant funds and Chief Kluck will be writing more Grant applications for future projects.
-Fire calls are increasing for the 1st time in 15 years from $400.00 to $500.00/first hour.
-The entire Board and their spouses are invited to the Christmas Party on December 3, 2005 at the Legion Hall.
- Motion: Osowski/Pliska to approve the Fire District Budget in the amount of $81,229.00 with the Village share being $7,903.00. . All in favor. Carried.
-Motion: Osowski/Dobbe to approve the First Responder Budget in the amount of
$16,955.00 with the Village share being $4,772.88. All in favor. Carried.

Motion: Dobbe/Osowski to approve payment of all the bills. All in favor. Carried.

Resident Steve Rutta indicated that 2 property owners in his area never mowed their grass this summer and was wondering why they weren’t sent a letter of compliance. The Clerk admitted she received a list from the weed commissioner but did not send the letters.
-He also suggests that R.A.C.A. consider becoming involved with activity at the Fair.

Motion to Adjourn the meeting to a later date: Osowski/Kaminski. The meeting will continue on Wednesday, November 16, 2005 @ 6:00 p.m. at the Village Office for the purpose of approving a Resolution for special and delinquent charges to be placed on the tax roll. All in favor. Carried.

Minutes of Adjourned Meeting

Motion: Osowski/Gemza to approve the Resolution for Special Charges for 2005 Property taxes in the amount of $19,303.00 for Refuse Collection and $14,296.95 for Delinquent Sewer Utility. All in favor. Carried.

Consideration of Building Inspector:
The suggestion was presented to consider hiring the Village Building Inspector to inspect the buildings at the Fair Grounds in order to provide the Fair Association with a professional list of necessary repairs. The Clerk will obtain an estimate and the Streets/Buildings & Grounds/Parks committee will notify the Fair Board that a list will be provided to them before their April meeting.

Motion to adjourn:  Osowski/Pliska. All in favor. Carried.
