Motion: Mansavage/Burk to approve the minutes as read.
All in favor, none opposed, motion carried.

NEW BUSINESS:
Approve Zoning Plan Commission:
The Village Board approved the following members to the Zoning Plan Commission
and the Clerk-Treasurer performed their Oath of Office.
Kerry Krogwold, Jason Woyak, Richard Mansavage, Larry Kielblock and Ron
Pliska. Tom Richter was approved, but was absent for the Official Oath.
Arnie Kaminski has one year remaining on his term.
Zoning Plan Commission Meeting:
In the absence of Arnie Kaminski, Richard Mansavage was appointed as Chairman
of this meeting. The Zoning Plan Commission reviewed a request for a Zone
Change at 197 Main Street N. to change the zoning from Residential (R2) to
Central Business (B2) for the purpose of opening a Brewery/Winery.
Richard Kosiec, owner of Fresar, Inc. explained his business operation.
Zoning Plan Commission Recommendation/Motion: Pliska/Krogwold
to approve the request for a Zone Change at 197 Main Street N. to change
the zoning from Residential (R2) to Central Business (B2) for the purpose
of opening a Brewery/Winery.
All in favor; none opposed; recommendation/motion
carried.
*The Zoning Plan Commission Meeting is adjourned.
PUBLIC HEARING:
Questions were asked about noise and what other types of businesses may
be implemented. The Public was assured that noise is not a concern; however,
there will be a brewing odor emitted. The current owner's ideas for the future
use (once the brewery/winery is moved across the street to 178 Main St)
include ideas such as a gift shop or bed/breakfast.

Village Board Meeting Resumes:
Zoning Change:
Motion: Kontney/Mansavage to accept the Zoning Plan Commission
recommendation to approve the request for a Zone Change at 197 Main Street
N. to change the zoning from Residential (R2) to Central Business (B2) for
the purpose of opening a Brewery/Winery. All in favor, none opposed, motion
carried.
UWSP Pond/Lake Management Plan
Linda Stoll from UWSP gave an overview of the Pond/Lake Management process.
There were 3 Public meetings. The Management Plan is a report prepared by
UWSP and there are no mandates, just suggested practices. The plan should
be reviewed annually by the Village board and the County offers valuable
resources for any needs that arise. Testing the water for Phosphorus should
be performed on an annual basis. Perhaps the Rosholt School could get involved
with this tasks. It was suggested that a handicapped fishing dock be installed
with possible funding from area organizations and clubs.
UWSP suggests the board review the entire plan with the idea of accepting
it at their July meeting.

Dam-Hydrology/Hydraulic Study
The DNR requires the Village perform a Dam Failure analysis study which
determines where the water disburses if the dam were to break. The results
of the study may impact decisions about the spillway, dam and bridge replacements.
Motion: Burk/
no second to approve the Dam Failure
Analysis (DFA) Study.
No action.
Motion: Firkus/Kontney to instruct AECOM to stop work on
the bridge design and to postpone action on the Hydrology/Hydraulic (DFA)
study until the July 11th, 2011 meeting.
All in favor, none opposed, motion
carried.
Stop Sign @ Randolph & Mason
No one from the school district was present, but Burk said the school
board agrees there is a traffic concern. The Safe Route to School grant
program is not an option since the school offers bus service to everyone
in the district, regardless of proximity to school. Several suggestions
were made including a 4 way stop sign, extending the 15 mph school zone
and directing traffic in the student parking lot.
Motion: Kielblock, Mansavage to postpone action until the
July 11, 2011 meeting to obtain input from the School superintendent and
the Sheriff's dept.
Burk opposed, all others in favor, motion carried.
Tornado Relief Effort: No one present-No action.
Approve Alcohol Beverage Licenses:
The Clerk stated the license review committee did not review the criminal
background reports and she should not be held responsible for providing information
on eligibility for approval.

Faith Lutheran Church Day Camp Sign:
Faith Lutheran requests permission to temporarily install, on village
office property, a banner advertising their day camp in July.
Motion: Burk/Borski to approve the Church's request to install
their banner.

Approve Seal Coat bids:
Seal Coat bids were presented as follows:
1. Fahrner Asphalt Sealers $20,325.00 or $1.65 per square
yard
2. Scott Construction, Inc. $19,160.00 or $1.61 per
square yard
Motion: Borski/Mansavage to accept Fahrner Asphalt Sealers
in the amount of $20,325.00 based on the fact they have an office in Portage
County.

Approve CMAR Sewer Report:
The Compliance Maintenance Annual Report (CMAR) was presented.
Motion: Burk/Mansavage to accept the report as presented
including the Resolution to maintain current operations and procedures.

Maintenance Bob said the camera DVD's revealed several cracks in the sewer
pipes that should be repaired with replacement liners.
