Regular Board Meeting

Monday July 10, 2017

7:00 p.m. @ Village Hall (101 S Main St)

Call to order: by President Robert Kurszewski

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Travis Firkus, Craig Anderson, and Mike Garski (absent, Richard Mansavage)

Also Present: Norma Anderson, Jill Kumenius and Tom Mallison

PUBLIC REQUESTS FOR CONSIDERATION:

Norma Anderson thanked the board for allowing Faith Lutheran to post their day camp sign.

Minutes:

Motion:   Firkus/Anderson to approve the minutes as read. All in favor, none opposed, motion carried.

UNFINISHED BUSINESS:  None

 NEW BUSINESS:

Property Tax Collection: The Portage County Treasurer explained the benefits and costs to have the County collect the 1st installment of property taxes on behalf of the Village.

It would cost approximately $1,000.00 to contract with the County. We already pay $250.00 for computer software.

Motion; Firkus/Anderson to postpone action to give the board an opportunity to think about it. All in favor, none opposed, motion carried.

Memorial for Austin Kranski:  Amanda was not present. No action.

Operator’s (Bartender License)

Applications for operator’s (bartender) licenses were presented for Paige Delrow & Mariah Kluck.

Motion: Firkus/Garski to approve operator’s licenses for Paige Delrow & Mariah Kluck. Roll call vote, all in favor, none opposed, motion carried.

 Highway Bridge Aid Applications:

The board reviewed bridge aid applications for:

  1. A new bridge on Main Street being designed by AECom in conjunction with the dam/pond renovation.
  2. Half of the costs to remove the second bridge on Main Street which is not being replaced (also in conjunction with the dam/pond renovation).
  3. Repairs to Union Street Bridge listed in the most recent inspection.

 Motion: Anderson/Garski to approve submission of all three bridge aid applications to the Portage County Highway Department. All in favor, none opposed, motion carried.  

 CMAR: Maintenance Rich presented the Compliance Maintenance Annual Report (CMAR).

Motion: Firkus/Garski to approve the CMAR as presented and to submit it to the DNR for certification without the need for a resolution. All in favor, none opposed, motion carried.  

Resolution for Fire District Purchases:

The resolution was not presented, but the board agreed to pay for the Fire District items.

The Village’s share of the Building Repair is $5,647.50 and our share of the fire truck is $14,918.89.

Motion: Firkus/Kurszewski to pay the Village’s share of these items by paying a one lump sum using funds from the Village’s savings accounts. All in favor, none opposed, motion carried.

 COMMITTEE REPORTS;

Fire District: A brief discussion took place about purchases on the district’s 10 year plan.

ROUTINE BUSINESS:

Notice of meetings and educational opportunities: The board was notified of the public informational meeting regarding agricultural zoning which takes place on Monday, July 24, 2017 at 6:00 p.m.

Payment of Bills:

Motion: Kurszewski/Firkus to approve the payment of bills as read. All in favor, none opposed, motion carried.

 Adjournment at 7.55 p.m.

Motion:  Garski/Anderson to adjourn. All in favor, none opposed, motion carried.

Public Informational Meeting

Monday July 24, 2017

6:00 p.m. @ Village Hall (101 S Main St)

Call to order: by President Robert Kurszewski

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Richard Mansavage, Craig Anderson, and Mike Garski (absent: Travis Firkus)

Also Present: Chris Clayton (DATCP), Norma Anderson, Bob Mueller, Bill Weronke, Jim LeVeque, James Schroeder, Brian Bushman, and Pat Cherek. This is not a comprehensive list, there were others present that did not sign in and were not known.

 Chris from the Dept. of Agriculture Trade and Consumer Protection (DATCP) presented information regarding the livestock facility siting law and how it applies towards Village regulation of livestock facilities and agricultural use.

 Some of the public shared their opinion that the proposed zoning change targeted an already existing operation.

 The group was reminded that the purpose of the meeting was to gain information to use for further decisions regarding the creation of a transitional zone between agricultural & residential.

 There was no action.

 The meeting adjourned at 7:30 p.m.
