Call to order: by President, Rick Osowski
Roll Call: Rick Osowski, Arnie Kaminski, Larry Kielblock, Richard
Mansavage and Don Kontney (absent: Travis Firkus)
Also Present: Bob Kurszewski, Norma Anderson, Jill Kumenius, Nancy
Osowski, Julie Firkus and Betty Williams
Osowski explained the Caucus procedures. Don Kontney was appointed to facilitate
the Caucus proceeding. Jill Kumenius and Norma Anderson volunteered to count
ballots if necessary.
The board was asked about their intentions to reduce the number of trustees.
This cannot be done at this time.
It was also suggested that criminal background reports be considered. for
new candidates.
**The Clerk left the meeting and returned with the Caucus Manual from the
office.

The office of Village President had more nominees than the number allowed
on the ballot making it necessary to conduct a paper ballot vote. All persons
at the Caucus were instructed to vote for one candidate.
Results:
Rick Osowski 2
Larry Kielblock 7
Arnie Kaminski 3
All nominees received a packet of nomination form to be returned to the
Clerk by 5:00, Monday, January 17th.
Caucus adjourned at 7:30 p.m.
Nominees returning their paperwork to accept their candidacy are Larry Kielblock
for Village President and Richard Mansavage & JoAnn Burk for Trustee.
None were received for the 1 year term.
On January 24th, 2011 at 1:40 am. Larry Kielblock, Theresa Hartvig and Bob
Kurszewski conducted a drawing for ballot placement. Bob held the hat with
the nominees, Theresa drew the names and Larry witnessed.

Regular Board Meeting

Also Present: Bob Kurszewski, Norma Anderson, Jill Kumenius, Nancy
Osowski, Julie Firkus and Betty Williams
PUBLIC REQUESTS FOR CONSIDERATION:
Norma Anderson asked about removal of the unlicensed vehicles. Richard Mansavage
has talked with the property owners who assured them they would be removed.
He will follow-up with the owners.
Bob Kurszewski shared a request from Central Wisconsin Electric Coop to
dispose of their waste water from their vehicle wash bay. We already accept
water from the Stop-N-Wash so it's feasible. CWEC will be sent a letter stating
the board will take action on their request at the February 14, 2011 board
meeting.
Bob also stated oil filters can no longer be put in the garbage, they must
be recycled. The Portage County Material Recovery Facility will accept them
for a charge of $.25 per filter. Bob uses about 15 filters per year. Oil dry
is also part of the equation. Don Kontney said he was told less than 5 gallons
can be scattered in the forest per the DNR.
No action.
Larry Kielblock said some residents are concerned about snow mobiles
riding on the sidewalks. No Action.
Minutes:
Motion: Kielblock/Kaminski to approve the minutes as read. All in favor;
none opposed; motion carried.
UNFINISHED BUSINESS:
Electronic Recycling
A new mandate requires all electronics to be recycled instead of placed
in the garbage. The Portage County Material Recovery Facility (MRF) charges
$.35 per pound. The Village may consider offering a bi-annual collection service,
but would like more information before making that decision. If the service
is offered by the municipality, they would need to purchase a scale.
Motion: Kaminski/Kielblock to postpone action until we can obtain more information.
All in favor; none opposed; motion carried.
Toys for Tots donation:
The Central Wisconsin Electric Coop volunteers community service to manage
our Christmas decorations and banners each year. They suggested the Village
consider a donation to the Toys for Tots program as a gesture of appreciation
for this service.
Motion: Kielblock/Kontney to make an annual donation of $250.00 to the Toys
for Tots program as long as Central Wisconsin Electric Coop continues to perform
the decoration and banner service. All in favor; none opposed; motion carried.
NEW BUSINESS:
Operator's (Bartender) License for Michael Matysik
The application and criminal background report were reviewed.
Motion: Kaminski/Kielblock to approve and Operator's (Bartender) license
for Michael Matysik. Roll call vote; all in favor; none opposed; motion carried.
Well for Maintenance Shop
Maintenance Bob states the water pump at the Maintenance shop is loud. There
is a shallow well in the basement and perhaps we should consider a new well
w which would cost approximately $5,000.00.
The board did not like the idea of a new well and said if the pump quits
working, it will have to be replaced and authorized Maintenance Bob to purchase
a new pump when necessary. No action.
Sewer Gas Meter:
Maintenance Bob quoted two prices to purchase a new meter as follows:
Infratech Technologies: $500.00
Farrell Equipment $545.00
It was noted the Fire District just purchased a gas meter.
Motion: Kaminski/Kielblock to postpone action and obtain a price from the
Fire District. All in favor; none opposed; motion carried.
