Regular Board Meeting

Monday February 11, 2019

7:00 p.m. @ Village Hall (101 S Main St)

Call to order: by President, Robert Kurszewski

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Mike Garski, Craig Anderson, Richard Mansavage and Travis Firkus

Also Present: Norma Anderson, Phyllis Landowski, Chris Martin, Pat Testin, Kevin Hagen, Frank Hagen, Gordy Krogwold and Rich Kruzicki

PUBLIC REQUESTS FOR CONSIDERATION 

~Senator Pat Testin presented an American Flag to the Village. He also mentioned a listening session in Rosholt on Saturday Feb 16th, 2019.

~Chris Martin stated he found community support for the flower project and also thanked the Village for snow removal.

Minutes:

Motion:    Anderson/Mansavage to approve the minutes as read. All in favor, none opposed, motion carried. 

UNFINISHED BUSINESS: None

NEW BUSINESS: 

Approve Operator’s (Bartender) License:

Motion: Garski/Mansavage to approve an Operator’s (bartender) license for Debra Morgan. Roll call vote, all in favor, none opposed, motion carried. 

Consider Truck Purchase:

A municipal price quote for a pick-up truck was presented by V&H Ford of Marshfield in the amount of $27,527.00.

Anderson expressed that, in his opinion, the pick-up truck is the lowest priority on the equipment list. He also feels the pick-up is not an essential piece of equipment, that the maintenance can be accomplished without a pick-up truck.

Firkus expressed the need to be proactive about equipment planning & purchases. If the Village doesn’t intend to plan for equipment then you might as well cancel the equipment purchase committee.

Motion: Firkus/Anderson to cancel the equipment committee. All in favor, none opposed, motion carried.

 Amend Snow Removal Ordinance:

Firkus suggested the ordinance be amended to include a process by where the street committee chair issues a work order authorizing maintenance or a contractor, to remove snow on the public sidewalks. In order to accomplish this and be able to afford it, the ordinance would need to be amended to read 48 hours after snow quits and the fee for removal to be $75.00.

Motion: Kurszewski/Firkus to amend the snow removal ordinance to allow 48 hours for snow removal and increase the special charge to $75.00. It will also include the process to implement issuing a work order. Anderson & Garski abstained, all others in favor, motion carried.

COMMITTEE REPORTS:  None

ROUTINE BUSINESS:

Notice of meetings and educational opportunities: None

Payment of Bills:

Motion: Mansavage/Kurszewski to approve the payment of bills as read. All in favor, none opposed, motion carried.

Motion: Anderson/Garski to enter CLOSED SESSION pursuant to Section 19.85 (1) (c) Wis. Stats, to conduct a performance evaluation of public employees.-All in favor, none opposed, motion carried.

CLOSED SESSION:

Subjects discussed in closed session: Snow Removal, Overtime and how many consecutive hours an employee can work and drive a truck.

Motion: Mansavage/Firkus to re-enter open session to take action on items discussed in Closed Session-All in favor, none opposed, motion carried.

OPEN SESSION:

Motion: Mansavage/Firkus to take no action. All in favor, none opposed, motion carried.

Street Committee Meeting

Call to order: by Chairman, Travis Firkus

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Craig Anderson and Travis Firkus

Also Present: Clerk-Treasurer & Maintenance Rich

PUBLIC REQUESTS FOR CONSIDERATION-None

Snow removal on public sidewalks was the main topic of concern.

Items mentioned during the discussion included:

~Replacing the John Deere snow blower unit as the impeller is too small for the job.

~Hire a seasonal employee at an hourly rate to help with snow removal and to ensure timely compliance with snow removal requirements.

~Declare a sidewalk snow emergency as did other municipalities indicated on the news.

Motion: Anderson/Kurszewski to declare a temporary snow emergency for sidewalks.

All in favor, none opposed, motion carried.
