Regular Board Meeting

Monday February 13, 2017

Call to order: by President Robert Kurszewski

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Travis Firkus, Richard Mansavage, Craig Anderson, and Mike Garski

Also Present: Norma Anderson, Phyllis Landowski, Amy Goretski, Kate Zdroik, Marc Christianson, Lois Glodowski and Tammy Trzebiatowski

PUBLIC REQUESTS FOR CONSIDERATION:

One of the residents would like the board to consider scheduling a concealed carry and gun safety class to offer to area residents. The Village Board will contact the Sheriff’s Dept.

Minutes:

Motion:   Anderson/Mansavage to approve the minutes as read. All in favor, none opposed, motion carried.

UNFINISHED BUSINESS:

Purchase Banners: 34 residents returned our survey regarding decorative banners on highway 66. Out of the responses, 22 do not think banners are necessary and 12 voted in favor of banners. Out of those twelve, ten said they would be willing to donate towards the purchase of banners.

Motion: Anderson/Garski to side with the majority of responses and not purchase any banners. Mansavage opposed, all others in favor, motion carried.

Budget Resolutions:

A resolution was presented based on decisions made by the board at the January meeting.

Motion: Kurszewski/Mansavage to approve a Resolution to use $15,000.00 of 2016 budget funds to start an equipment fund in the capital improvement saving account.

Motion: Kurszewski/Anderson to postpone action on the Sewer Budget Resolution to allow time to gather more information about C.D. procedures. All in favor, none opposed, motion carried.

NCWRPC Membership:

Motion: Firkus/Garski to continue membership with the North Central Wisconsin Regional Plan Commission (NCWRPC). All in favor, none opposed, motion carried.

NEW BUSINESS:

School District Presentation: The Rosholt superintendent and two school board members were present to explain their financial status and to present a referendum question to be voted on at the April 4, 2017 election. Public Information will be provided by the School.

Groundwater Citizens Advisory Committee:

Portage County has a committee devoted to help with the Groundwater Management plan and other decisions regarding groundwater. The citizen member seat is currently vacant for the Village of Rosholt. Resident, Jessie Anderson, showed interest in being appointed to fill that position.

Motion: Anderson/Kurszewski to appoint Jessie Anderson to serve as the Village of Rosholt citizen member on the Groundwater Citizens Advisory Committee (GCAC). All in favor, none opposed, motion carried.

 Alcohol License:

An application for a combination Class “B” and Class C license was presented by Kate Zdroik doing business as MCZ’s Brew Pub and art studio.

Motion: Anderson/Garski to approve issuance of a combination Class “B” and Class C license to MCZ’s Brew Pub. Roll call vote: all in favor, none opposed, motion carried.

 Operator’s (Bartender) License:

Applications were presented for Deborah Lemke and Madeline Frechette.

Motion: Mansavage/Firkus to issue operator’s (bartender) licenses to Deborah Lemke and Madeline Frechette. Roll call vote: all in favor, none opposed, motion carried.

 Cell Phone:

The phone issued to the Clerk-Treasurer is not utilized enough to warrant having one.

Motion: Firkus/Anderson to cancel the contract for the Village cell phone issued to the Clerk-Treasurer. All in favor, none opposed, motion carried.

 Flow Meter for Sewer:

The DNR recommends installation of a flow meter to establish a better method of reporting monthly wastewater flow volume. A bid proposal from B&M Technical was submitted in the amount of $6,879.00.

Motion: Anderson/Mansavage to deny installation of the flow meter. All in favor, none opposed, motion carried.

Ambulance Service: The Towns Association is seeking support for a resolution that allows Townships/municipalities to contract for private ambulance services due to the excessive response time from Portage County.

Motion: Anderson/Mansavage to consider the resolution and take no action. All in favor, none opposed, motion carried.

ROUTINE BUSINESS:

Notice of meetings and educational opportunities: None

Committee Reports:

Dam Project: Preliminary concepts and costs were shared with the board. AECOM will have a rendering to present at the March 13, 2017 meeting and then a public informational meeting will be held on Monday March 27, 2017.

Fire District: They will hold a bid opening for the truck on February 22, 2017.

Their next agenda has an action item regarding the sub station in the Town of Sharon.

Motion: Anderson/Garski to state the Village is not opposed to the Fire District pursing a substation in the Town of Sharon. All in favor, none opposed, motion carried.

 Zoning:

In response to a resident concern regarding fencing and activity at an adjacent agricultural zone, Kurszewski suggests having the Zoning Plan Commission meet with the property owners of Flume Creek farm to have a proactive conversation regarding future activity. This led to a discussion about possible agricultural zoning changes.

NO Action, the village will invite North Central Wisconsin Regional Plan Commission to advise on establishing new agricultural zones.

Payment of Bills:

Motion: Kurszewski/Mansavage to approve the payment of bills as read. All in favor, none opposed, motion carried.

Rosholt Village Board &Zoning Plan Commission

Monday February 27, 2017

Call to order: by President Robert Kurszewski

Pledge of Allegiance:

Roll Call Village Board: Robert Kurszewski, Richard Mansavage, Craig Anderson, and Mike Garski  (absent: Travis Firkus)

Roll Call Zoning Plan Commission: Robert Kurszewski, Richard Mansavage, Craig Anderson, Mike Garski, Ron Pliska, Kerry Krogwold and Jill Kumenius.

Also Present: Dennis Lawrence and Darryl Landeau of North Central Wisconsin Regional Plan Commission (NCWRPC)

Schuster LLC Invoice:

Motion: Anderson/Mansavage to approve payment of Schuster Invoice  for condemnation services in the amount of $8,500.00.-Motion Withdrawn by Anderson.

Motion: Kurszewski/Mansavage to pay only $7,500.00 and withhold $1,000.00 until dirt and seed is installed at the condemnation site. All in favor, none opposed, motion carried.

Zoning Amendment:

North Central Wisconsin Regional Plan Commission (NCWRPC) offered suggestions, including explanation of state laws, on what the Village can do to regulate agricultural use within the Village. A rural residential district can be created to serve as a transition between residential and agricultural. Rural Residential would allow row cropping, but no farm animals. Some agricultural land will remain.

Motion: Anderson/Mansavage to authorize NCWRPC to create a Rural Residential district including definitions and an amended zoning map for the Village of Rosholt. All in favor, none opposed, motion carried.
