Regular Board Meeting

Monday December 12, 2016

7:00 p.m. @ Village Hall (101 S Main St)

Call to order: by President Robert Kurszewski

Pledge of Allegiance:

Roll Call: Robert Kurszewski, Travis Firkus, Richard Mansavage, Mike Garski, and Craig Anderson

Also Present: Norma Anderson, Phyllis Landowski, Joe Lowell and Rich Kruzicki

PUBLIC REQUESTS FOR CONSIDERATION: 

Resident at 157 Mason inquired about the tree trimming of Village trees near his home.

Maintenance Rich said they will probably be trimmed at the same time the Christmas decorations are removed.

Minutes:

Motion:   Mansavage/Anderson to approve the minutes as read. All in favor, none opposed, motion carried.

UNFINISHED BUSINESS: 

Snow Plowing at Fire District:

Both the Town of Alban and Town of Sharon already voted to keep the snow removal process in tact which means the Village is responsible for plowing at the Fire district January-December 2017. A lump sum bid by Schuster was previously rejected in lieu of soliciting hourly bids. Weller’s is the only bid received for the hourly proposal.

Motion: Garski/Kurszewski to deny all bids and authorize the Village Maintenance to perform snow removal at the Fire District for the 2017 cycle. All in favor, none opposed, motion carried. 

Fire District Budget:

Since snow removal is still the responsibility of the Townships/Village, the proposed budget did not change; therefore;

Motion: Anderson/Garski to approve the 2017 Fire District Budget. Mansavage and Firkus abstained, all others in favor, motion carried.

NEW BUSINESS: 

Set Caucus Date:

Motion: Mansavage/Garski to set the Caucus date for Monday, January 9, 2017 at 7:00 p.m. at the Village Hall. All in favor, none opposed, motion carried.

Summer Banners:

After 10 years of displaying, the summer banners need to be replaced. An estimate was prepared by Display Sales as follows:

13 oz. 2 ply vinyl banners at 100.00 each for a quantity of 12

Digital custom printed on poly canvas are $164.00 each for a quantity of 12 OR $155.00 each for quantities of 25-49.

There is a $60.00 set up fee 

** It was suggested that we consider displaying the banners on the sidewalk side of the pole so they can be displayed at a lower lever, thereby eliminating the need for lift service.

Motion: Firkus/Anderson to postpone action to allow the clerk to prepare and receive a document for resident feedback. All in favor, none opposed, motion carried. 

Back-hoe tires:

The front tires of the back-hoe were purchased in 2012. A price estimate for replacements was presented by Gordy’s 66 Service in the amount of:

$332.50 per tire for a total of $665.00

Motion: Kurszewski/Anderson to purchase two front back-hoe tires from Gordy’s 66 Service for a total amount of $665.00. All in favor, none opposed, motion carried.      

COMMITTEE REPORTS:

  • Fire District: The truck build committee viewed several truck chassis on display at their last meeting. Anderson stated that, although he is currently opposed to including a power assist lift, he will not be against a truck which includes this option.

ROUTINE BUSINESS:

The library director agreed to meet with the Village regarding the proposed amendment to the lease agreement.

Motion: Anderson/Mansavage to appoint Kurszewski and the Clerk-Treasurer to meet with the library in reference to the lease agreement amendment. All in favor, none opposed.

 **Maintenance Rich brought forth several items which included a request to carry forward unused vacation.

The general consensus of the board is to allow him to carry over (no more than) 16 hours of unused vacation to the 2017 fiscal year.

Payment of Bills:

Motion:  Kurszewski/Garski to approve the payment of bills as read, including Commercial Testing Lab (when it arrives). All in favor, none opposed, motion carried.

Motion:   Firkus/Anderson to adjourn. All in favor, none opposed, motion carried.
