Regular Board Meeting
Monday April 10, 2006

Call to Order: by President, Kelly Hodge

Pledge of Allegiance

Roll Call: Cindy Gemza, Arnie Kaminski, Kelly Hodge, Duane Dobbe, Rick Osowski and (Helen Pliska-excused absence)

Also Present: Norma Anderson, Mike Hodge, Cindy Rivay, Jill Kumenius, Tammy Beckland, Nancy Osowski, Warren Zander, Jim Beckland, Judy Dobbe, Joy Garski, Barb Mlodik, Bob Kurszewski, Adam Miller, Betty Williams, Kenny Johnson and Ken Camlek & Jerry Trebitowski (Rosholt School District)

Motion: Osowski/Gemza to approve the March minutes as read. All in favor. Carried.


Old Business:

Locator Service:
Since the Street Lighting System will be owned by the Village, we will need a locator service to mark the underground wiring. Proposals were submitted by:
~Triple E Locate @ $13.75/locate or $40.00/hour for all major projects
~Vanngaurd @ $15.00/locate or $40.00/hour for all major projects.
Either Company that we hire will be coordinated by Diggers Hotline.
Motion: Gemza/Kaminski to accept the proposal from Triple E Locate. All in favor. Carried.

Light Pole & Base:
The approximate cost for a complete Light Pole and base has increased from $1,500.00 to $2,400.00 due to increased steel prices. The cost would increase approximately $350.00 due to shipping and handling if we order one individually when needed.
Motion: Kaminski/Dobbe to purchase a spare pole & base to have on hand. All in favor. Carried.

Water Heater: Maintenance Bob obtained a price comparison for a 4 gallon 110 water heater. The cost is $144.00 plus shipping.
Motion: Dobbe/Gemza to purchase the water heater from Rosholt Hardware for $150.00. All in favor. Carried.


New Business:

Rosholt School District:
The District has preliminary plans to improve the softball diamond and possibly install a bathroom and concession facility. They have two requests:
1. To install a well and utilize the Village’s electrical outlet by the Tennis Court.
2. For the Village to install a sewer lateral as part of the Highway 66 project.

Comments:
~Maintenance Bob states there is already a lateral on Randolph Street.
~If residents pay for the lateral from the Main, why would the school be any different?
Jerry Trebitowski was asked if the school would pay for the lateral and he stated it depends on the price as their budget is already set.
~Since the school already has a lateral, they should pay for another one if they want it.
~Would the school pay for the electricity for the operation of the well to irrigate the softball field? The clerk stated that usage could be determined by the price difference in the monthly statement and the school district could be billed accordingly.
~Maintenance Bob states a new electrical box may be necessary.
Motion: Dobbe/Gemza to allow the School District to install a well and hook up to the Village Electrical box. The School District shall be billed for the extra usage. All in favor. Carried.
~The matter of the sewer lateral is tabled in order to obtain price of materials and installation.

Spring Clean-Up
The Burn Site will be open for 3 weeks beginning Saturday April 22 thru Sunday May 7, 2006. The Clerk will post notices along with a reminder of procedures for appliance disposal. The president will contact the Boy Scouts to ask if they would like to organize curb side service.

Reports:

Motion: Gemza/Osowski to accept the treasurer’s report. All in favor. Carried.

Board of Appeals Report:
In preparation for the Petition from Lorraine Dobbe, Appeals Member, Tammy Beckland found some information in the Zoning Ordinance to share with the Village Board.
A petition being presented to the Board of Appeals must contain a request for a variance (exception) from the guidelines of the Zoning Ordinance.
Pages from the Zoning Ordinance were presented including charts and definitions explaining how to determine a lot width. A sample of the proposed lot was also presented supporting the application of this definition. Based on the information presented, there is no variance as the lot width is acceptable according to the definitions in the Ordinance.
Side lot lines are not an issue as the West lot line 3 feet from the residence was already established previous to any knowledge of the Zoning Ordinance. Therefore, it is a grandfathered regulation on this property.

Comments:
~ This process has caused delay of groundbreaking, loss of rental time, etc. which has inconvenienced the property owner.
~The Board has a responsibility to gather their facts before they make decisions. They should be making decisions on what is right.

Motion: Gemza/Hodge to announce the Board’s error in not accepting the advice of the Zoning Administrator based on the knowledge of the Zoning Ordinance and to approve the Zoning Change from General Business (B1) to Residential (R2) on parcel # 176-20-1021-03.05 at 622 Grand Ave E.
All in favor. Carried.

Street Committee: Did not meet.

Health & Safety:  Cindy Gemza, the chair, arranged for Theta Star training for the Fire District and the First Responders on Monday May 1, 2006. The training will include implementing a flight path and teamwork procedures.

Motion: Gemza/Dobbe to approve the payment of bills as read. All in favor. Carried.

Motion to adjourn: Osowski/Dobbe. All in favor. Carried.
