**We are holding this meeting in accordance to the open meetings laws, however: due to Governor Evers’ executive order of “Safer at Home” issued March 24, 2020, public attendance is not recommended at this time.

WHEREAS, the World Health Organization has declared a Public Health Emergency of International Concern; and on March 24, 2020, Wisconsin Governor, Tony Evers issued Emergency Order #12 “Safer at Home”

WHEREAS, the CDC expects that widespread transmission of COVID-19 will occur and there is currently no vaccine to protect against COVID-19 and no medications approved to treat it; instead the best way to prevent infection is to avoid being exposed to the virus; and

WHEREAS, the Village of Rosholt is focused on protecting the health and safety, welfare, and good order of the Rosholt community; and desires to take action to prevent exposure to and spread of the COVID-19 coronavirus;

NOW, THERFORE, pursuant to section 323.11 and 323.14(4) of the Wisconsin Statutes, the Village of Rosholt hereby declares a local State of Emergency for the Village of Rosholt automatically expiring on April 24, 2020 at 8:00 a.m., or until suspending order is issued. During the State of Emergency, it is hereby ordered that the Village of Rosholt will adopt, implement, and support all actions and recommendations of Federal, State, and County public health agencies.


1.    That during this time, all regular monthly meetings shall be cancelled and payment of bills will be approved and paid using a different process involving review and approval by the Village President who will authorize payments to be issued by the Clerk-Treasurer.

2.    All other in-person meetings or gatherings involving Village employees, elected officials, committee members or staff shall be conducted according to the recommendations pertaining to COVID-19 social distancing and disinfecting guidelines.

3.    All Public notices will include a clause that states, due to the Public Health Crisis and Governor Evers’ executive order of “Safer at Home” issued March 24, 2020; public attendance is not recommended at this time.

4.    The Village shall take all further actions reasonable and necessary to prevent exposure to and/or spread of COVID-19, including complying with all federal, state, and county laws, rules, and/or orders as they may issue.

Under 323.14(4)(b), WI Stats., this proclamation shall be subject to ratification, alteration, modification or repeal by the governing body as soon as that body can meet, but the subsequent action taken by the governing body shall not affect the proper validity of this proclamation. As Chief Elected Official of the Village of Rosholt in testimony whereof I, Village President Robert Kurszewski, have hereunto set my hand and have caused the great seal of the Village of Rosholt to be affixed.

THIS DECLARATION OF A STATE OF EMERGENCY is enacted this 10th day of April, 2020.
